The Green Paper
Police Authorities are responsible for scrutinising and monitoring the police and ensuring an efficient and effective service is provided.

The Government wants to change this current structure and we would like your views on this. The proposed changes would replace our elected councillors -(those nominated local councillors who are reflective of the political make up in Lancashire county council, Blackpool and Blackburn with Darwen councils) with 'directly elected representatives'.

The Conservative Party have also said that they want to replace Police Authorities with “Police Commissioners” who would solely control budgets, target setting and policing plans, while the chief constable would be in "operational control" of the force. Both ‘Directly Elected Representatives’ and “Police Commissioners” would be people of any or no political leaning, who through an election process; could stand as a candidate for public vote onto the Authority- similar to how local elections run now.

Lancashire Police Authority is made up of 7 elected councillors from the County Council and 1 from each the two unitary authorities in Lancashire plus 8 independent members –members of the public recruited following an open application process. The Authority is responsible for holding the Chief Constable to account for policing, scrutinising police services, setting the budget for policing, consulting with local people and monitoring police performance.

Since the Police Authority currently has a membership made up of both councillors elected at local level to represent your community and members of the public appointed as independent members; is there a need to bring in a different system to appoint ‘directly elected representatives’ to the Police Authority?
